I think if someone says 'other than English,' it might mean that most of the educated people know English, and they also use English somehow or the other in their daily lives. However, one of the most important things for humans on the earth is their economic and financial interests. If someone thinks that learning a foreign language can create better job opportunities for him/her, why shouldn't they learn that language?
