I have been working witn Integrity Systems for almost a decade now. We work mostly with private businesses and NGO's and eventhough we know serious anti-corruption initiatives are absolutely essential in the Public Sector, the interest we receive is minimal.
Any hypothesis or suggestions will be highly appreciated.
I know nothing directly on this. Just a few crude ideas:
1. Presumably it depends on who's calling you in. Public sectors tend to be self-regulating. Business doesn't. Self-regulating bodies tend to resent and resist outside criticism. They ARE the authority.
2. Public sectors sell themselves as efficient value-for-money organizations. They find it hard to admit bad practice.
3. Public sectors tend to employ well meaning (sometimes naive) do gooders. They could do no wrong and neither could those they work with, could they...?
This might help explain why the UK NHS loses millions each year to corrupt employees! Carers, corrupt? Surely not....
