It is somewhat mysterious to me why one would want to publicly announce what one intends to investigate. I could understand that one publishes a concrete technical question, hoping for hints or even for full answers. But a research project is something that either one is sufficiently fascinated with that one wants to implement it oneself, or else, assuming that one isn't very interested in it, it might be better not to describe it publicly (but give it to Master student, for example). Your project sounds quite interesting. But I would never want to work on it, because it is YOUR project. I therefore recommend that you sit down and do the thought processes and estimates necessary to reach the goals of your project and then publish the results of your efforts, provided they are sufficiently interesting to be publishable! Other modes of pursuing scientific goals are likely to have a negative impact on either the quality of science or the quality of life of scientists.
