In some models of distribution system expansion planing the cost of purchased power from the transmission network and energy loss cost are considered simultaneously. But, others consider only the second term. regarding that loss cost is embedded in the cost of purchased power from the transmission network, the question is that why these terms are considered concurrently in some models?

I think it essentially depends on the way the power purchase deal is made between the TRANSCO and the DISCO.
If the TRANSCO simply sells some bulk power to the DISCO, leaving the latter to sort out distribution entirely within its service area; then the DISCO is motivated to reduce losses within its network as a separate matter for consideration.
On the other hand, if the TRANSCO supplies power well within the distribution network, and charges for the losses to the DISCO, then the latter would take power purchase as well as losses (at least partly !) as a common matter for consideration.

The objective of distribution system expansion planning is to plan distribution system to serve growth of spatial demand while maintaining the quality and reliability of supply. There are several topics included under the context of distribution system expansion planning e.g., spatial load forecast, optimal sub-transmission configuration, optimal substation planning, optimal network reconfiguration, optimal placement of capacitors and etc. According to the fact that at difference voltage level price of electric energy are also differ. Accordingly, some topics such as substation and sub-transmission system planning must be taken energy price of candidate voltage level into account. In contrast with some topics e.g., network reconfiguration and optimal capacitor placement, which are conducted at specified voltage level of primary distribution system so that only reducing real power losses is a preferred objective function. Moreover, reliability is also a main concern for spatial area or feeder whose reliability is below than an acceptable level.
