I am currently working in material synthesis for PEC water splitting application.
Could someone please give me some detailed explanation why do current density of in the two-electrode system (full cell) is sometimes lower as compared to three-electrode (half-celf)?
I have found some papers (see attached) also observed similar phenomena but without explanation.

In case of three-electrode configuration, Ag/AgCl was used as reference.
