It declined because of the limited scope and narrowed vision. While, formulating the policies they should have taken various stakeholders, not only the beneficiaries. May be they forgot the slogan "Sabka Saath, Sabka Vikas".
I doubt if our politicians, especially the regional satraps, have any model of development at all. Yes, what they have is the strategy for winning the elections by hook or by crook.
At the present every where across the length and breadth of the nation what is found is the political expediency among all breeds of politicians. Their models have some of the following stable variables- high promises, non-delivery, crony-ism, favoritism, nepotism, accumulation, possession, no concern for the poor, common, working men and women etc.
These, above mentioned, variables can quite comfortably explain why the sorts of Chavan fail miserably.
