Although the costs of scientific publishing are on a continuous decline, especially with the development of electronic publishing, the APC for publishing in scientific journals are constantly increasing. Why do major publishing houses try to exploit researchers to this degree. How should the scientific community respond and what measures should be taken against them?

Because academics invest/sacrifice economic capital in order to gain the social and cultural capital from being associated with particular publishers. Noted this situation in my PhD research.
Because these publishers are publicly traded companies and they must keep their (huge) profit margins in order to attract stockholders. Because there is no real competition and this market is highly dysfunctional. The real solution would be scholar-led publishing. (In short, there are whole books on this subject!).
