Why acid ORR catalyst have no performance in the proton exchange membrane fuel cell cathode?

I have already prepared a catalyst and have very good ORR performance comparing with Pt/C testing at the RRDE testing in acid solution.

But I face a problem that I can't get the good result in PEMFC testing.

what is the problem I can't success the PEMFC testing?

I use the airbrush connected with air compressor spraying on the membrane.

Hope someone can give me some suggestion.
