Trying to answer this qualitatively in the spirit that it is asked, the simplest answer is that when any particle meets a barrier, it has a probability to pass through that barrier. However the probability is a decaying exponential that has, among other terms, the height of the potential barrier and the wavelength of the particle. So ignoring details like the electromagnetic interaction, your typical (visible) photon has a wavelength around 500nm, whereas radiowaves might be of order cm. With this in mind the attenuation is going to be very different, and on these grounds alone, you would expect much less attenuation for radio waves than optical waves
Of course, you also have to keep in mind the refractive index of the concrete. Quickly googling, i found this reference: "Measurement of the Complex Refractive Index of Concrete at 57.5 GHz"

They quote refractive index of 2.55 - j0.084. This gives a material that is not very absorptive, and with a relatively high (but not impossibly high) refractive index. So you would expect radio waves to have a significant reflection coefficient due to refractive index mismatch with air, but to propagate significant distance.
Last but not least, you should properly consider concrete as a highly scattering medium (as it is quite non-uniform, typically). Again, if such imperfections in the material are small compared to the wavelength, then they aren't going to affect the propagation much compared to material imperfections on the same order as the wavelength of the radiation going through. Again, long wavelength radiowaves will be less affected by such scattering than visible light.
Quantum tunneling is a microscopic phenomena in a pure quantum world like alpha decay from the nucleus. Tunneling of electromagnetic wave through concrete wall is a macroscopic phenomena as described by Professor Greentree.
The analog of tunneling isn't transmission, it's what happens at total reflection.
Radio waves don't tunnel, either.
That visible light isn't, always, transmitted through a medium is due to the fact that the refraction index of the material acquires an imaginary part at those frequencies. The reason this can occur can be explained by studying the vibration frequencies of the constituents of the medium.
Everything in this universe is being preserved whatever it is an event, or anything which emerge at the depth of heart or ocean. So My question is what is that thing that could preserve everything happening?
