It depends a bit on the time horizon. Malthus reflected much on food and also made policy recommendations, Adam Smith and Ricardo. Among more recent academics I would include Ester Boserup, Norman Borlaug (although he was not an economist or planner), Joachim von Braun, and others from IFPRI. Excellent reflections on food systems (and policy) in connection to hunger and famine gave Amartya Sen, Jean Drèze, Michael Watts and Hans Georg Bohle, Robert Chambers, Mark W. Rosegrant , HW Singer.

I think Theodore Schultz' made the great contribution in this regard through his book entitled 'Transforming Traditional Agriculture'.

Look up the late Fred Buttel, from the University of Wisconsin-Madison, who made critically important contributions to the sociology and rural development of agriculture and food!
