In the 70s , the emergence of communicative competence led to the serious rethinking of linguistic competence. This in turn created great interest among concerned scholars producing a number of frameworks whose aim were to shed light on the nature of language competence (Canale & Swaine; Bachman; Hatch; etc.).These conceptualizations aimed to herald a clear message by emphasizing that linguistic competence is a small part of the reality underlying communicative competence. While endorsing the evidential basis behind such proclamations, one has to admit that linguistic competence is primary and the other proposed modules are secondary. As you have very rightly observed, linguistic competence has a symbiotic relationship with other competences so much so a well-developed linguistic competence has an inspiring effect on other components of competence. In point of fact, competences like textual competence cannot develop much if the individual has an impoverished linguistic competence.
