I think these need light to germinate. Are you placing the seed on top of the ground? It would be difficult to keep soil moisture just right for them to germinate and grow. You may need to grow in a nursery and plant them out. I'm guessing you hoped to rapidly grow a large area from direct seeding.
Do you have the skills and equipment for vegetative propagation? It's not hard and home made equipment is easy to put together.

Do you know about smokewater? Something in water, drawn through smoke, has the ability to cause germination of a large percentage of the weed seeds stored in the soil, all in one go.
