As far as I understand it's the job of IVRI, Banglore which is controlled by ICAR. Considering you work in ICAR- I'm sure you can find out the information within your institute.
An expert committee formed by the Government of India has found Dr.Bhoj R.Singh's report to be fraudulent and malafide. To answer your question - three vaccine manufacturers who were approved by IVRI were targeted by him. The one other manufacturer of vaccine (Biovet) not included in his testing had repeated failed testing by IVRI earlier.
GOI through IVRI Bangalore does test vaccines made by Indian manufacturers on a regular basis. Payment to the vaccine companies is made only after the results are made available by IVRI. In this instance a scientist (Dr.B.R.Singh) who's tenure as head of CCS NIAH was only brief has without any understanding of the subject used incompetent staff in a non descript facility and without authorization to generate a report which has only been mocked subsequently by the expert committee appointed by Government of India.

As per report of Dr, Bhoj Raj Singh, all the samples tested by them were submitted by the Importers and was done as per the standard protocols. The people involved were regular and trained staff of the CCS NIAH. As authorization concerns, i understand the samples submitted to CCS NIAH and Dr, Bhoj Raj Singh being Director has right to go for the testing.
