Power (active, reactive) send to grid depends on iL magnitude and its phase wrt grid voltage.
For a closed-loop current control of a VSI (as of now let's consider a single-phase VSI) in a stand-alone microgrid, how is the value of IL-ref decided? Is it based on the nominal apparent power rating of the microgrid or any other method?

There are two main "standard" possibilities in my experience:
- if the converter is supposed to control its output voltage (this condition is often referred to "grid forming" mode), the reference current is obtained from a voltage control loop
- if the converter is supposed to control its output power (often referred to as "grid feeding" mode), current reference can be obtained (open-loop) from the reference power, or (closed-loop) from a power control loop

Mainelly depends on the apperant power of the microgrid circuit at peak load may be connected on the grid to make sure of grid operation limits considering grid losses may give better assumption .
Also you consider the D.C. Operation of the grid with out inverter that may give better consideration for Il reference for closed loop
