It can depend on what sort of system you are stabilising. For W/O systems common surfactants could be Hypermer 2296 or Span 80 (sorbitan monooleate). If you are looking for good mechanical properties remember surfactants can act as a plasticizer.

Combinations of nonionic and anionic surfactants shows sometimes a synergetic effect. If styrene is used in the monomer mixture, potassium or ammonium peroxodisulfate are good initiators because they lead to partly sulfonation of the styrene units which improves the stability of the emulsion.
