MATLAB is great for prototyping.

C++ with OpenCV is great for actual productization. Will address your need for speed and also mesh the Image Processing and other functionality.

The answer to this question depends on the applications you are considering. If you are at the prototyping stage, trying or developing new algorithms then the languages like MATLAB or Mathematica are preferred. I have used MATLAB but I think Mathematica can also be useful.

But if you are focusing on final stages and on commercial algorithms then you would need to program in C where you have more fine grain control over the memory management and speed. Here the Open CV and other libraries will be useful.

So, it is more a question of your requirements and the programming environment you are used to.

MATLAB is used for prototyping and hence most of the latest algorithms and implementations of the concepts presented in research articles are given.

MATLAB is suitable for researches and library OpenCV with C++ is suitable for applications.

MATLAB has a complete image processing toolbox than OpenCV.

You can use OpenCV for your research if speed is important.

Most of the languages draw their ability for image processing from few image processing libraries. So language is more of your convenience than strict benchmark.

C++ / Java have good number of supporting libraries for ip tasks like JAI / CIMg / OpenIP and further advanced including neural networks etc in OTB - Orfeo Tool Box etc.

Ready made tools and utilities are also available that can be called for external processing / command line from any environment if you already setup one.

Matlab is the finest and best.

Labview is also good. 

OpenCV along with VTK inclusion can provide you object oriented image processing for 3D visualisation.

Though, it depends on what kind of image processing you want to perform such as Medical based or any other recognition based and yes as Alireza Rahmani  said it depends on the requirement as well.

As said, it pretty much depends on what you want to do.

Besides the libraries already mentioned there is also ITK, which is pretty suitable for 3d medical imaging.

if you are doing some research for you or just you are developing some prototype , the best point to start is MATLAB. 

If you would like to expand your skills to industrial purposes, you will definitely ask to be familiar with OpenCV (C++) or Python .

I am using Python tool, but for DIP I would recommend the MATLAB tool

If speed is important, C is your choice. OpenCV libraries are the standard for computer vision.

The best point to start prototyping and defining a strategy to approach your computer vision problem is MATLAB. However if you intend to develop and implement a solutions then you definitely need to move further on C++ perhaps using OpenCV (although you may consider to optimize the code to your purposes). Finally, if your solution requires a lot of real-time processing, then definitely you need to go deep and explore GPU with OpenCL (or CUDA if you are using a NVIDIA's GPU).

As stated, MATLAB and OpenCV are pretty much your choices. I've found more materials for learning in MATLAB (and that it's generally more flexible).

c# using emgu cv i have used it and it is good and there are other libraries for c# but emgu cv is the same as open cv but for c# and VB

You could use SVG libraries as vector graphics are not only extremely scalable they also load extremely fast as well.

MATLAB is the easier software for you.

Others languages need more and more development with your self. 

MathCad has powerful image processing capabilities but is way over-priced if that is all you would use it for.

You can use Aforge.Net library if you are aware of .NET programming.

You can create a very rich user interface in .NET.
