The easy tools that evey knows and to get support is to use ns2 or ns3. But you can use MATLAB simulator to get aqurate result. Because MATLAB use for case of mobile node distribuation , in addition its global simulator with multi purpose in all areas.
It depends on what simulation and what parameters you want to simulate with VANET. If you want to simulate the physical layer in VANET, probably MATLAB or NS3 is suitable for some parameters. But if you want to simulate a higher layer than physical network, it could be Mobi SIM or VANET Sim fullfiled your required.
Hello Bechar, You can try NetSim. And a similar WSN project on localization based on RSSI is available at http://tetcos.com/file-exchange.html, and you can read that documentation/code and try to apply it for vanets.

I agree with Wahyu Pamungkas, that no single simulator is best for all the use-cases in VAENTS. However, you opt to choose traffic and network simulators simultaneously for most of the parameters. You have to choose traffic simulator first hand to get mobility traces that you can import further to perform network simulations for several parameters. VanetmobiSIM, SUMU, nctuNS are to name the few for first catagory. Similarly, Opnet, Omnet++ and Matlab are the good examples of the later categories. I hope, it helps
