Which range of the TBM penetration rate could be categorized in low, fair and high penetration classes?

In the TBM ROP's data, we have certain numbers almost between 0 and 4 m/hr but which range is known as high penetration rate or low penetration rate? are there any specific criteria? for instance, certain rates determined by TBM's manufacturers?
