I am writing a paper from a quantitative study, which I carried out. I have the literature review, concepts and theoretical framework. But, I discovered that having my literature review before the framework does not really flow. My literature and the concepts emanate from the theory, which I feel may not be the norm.
So, please advise if there is a particular order that must be followed or not.
One approach is to organize your literature review in such a was as to build your theoretical framework.
A second approach is to do a complete literature; stop; then begin building your theoretical framework.

Are you developing your own theory, or does it come from prior work? If it does come from the existing literature, then you should build the literature review around it.
For quant research, the order I use.
1. First, I download the data.
2. Next, I develop the model
3. Next, I run the empirical analyses to see if the results are consistent with theoretical expectations. Are they consistent? Yes.
4. Next, I develop the literature review
5. Next, theoretical framework
6. Conclusion
7. Introduction
8. Abstract
Usually, the literature review/lit survey comes first. This gives an overview of all the resources and literature you have used to plan your report and topic choice, and the studies mentioned in your lit review should link in to your write up further into the report.
Try to read lots of literature first and choose your topic instead of choosing a dataset first and then struggling to find good lit. You can always find a dataset set on an enthralling topic of your choice.
For a quants report I would suggest this layout:
- Title page
- Contents page
- Executive summary
- Intro
- Literature review
- Methodology
- Data Analysis & Findings
- Summary of findings
- Discussion
- Conclusion
- References
- Appendices (if applicable)

You may initially outline your LR matrix and then develop your theoretical FW around it. Just remember, what's the purpose of a theoretical framework? It is to make an argument or to show how an argument will be made or tested or is it a collection of theories.
