Amin - it depends on the context. Obviously, a dissertation is highly important in terms of the desired outcome i.e. an assessed piece of work for a desired outcome i.e. a successful Honours, Masters or PhD outcome. A publication outcome, that does not include those outcomes, is more important. An article that is born out of a dissertation process becomes doubly important.
