If you were to strengthen concrete elements, which would you prefer? Reinforcing concrete elements with FRP rebars? How about coating the concrete with FRP jackets to strengthen it?
It really depends on what you are trying to accomplish. Do you want to increase the flexural strength, the shear strength of the ductility capacity?
I personally am a fan of using bonded FRP sheets for increasing the flexural capacity as the tend to be easier to apply than FRP rebars. The sheets can be applied directly to the member surface whereas the FRP bars are uusally need to be embedded.
It also depends what performance you are trying to enhance and what is the state of your concrete structure.
For example, if you have an existing prestressed concrete structure with deteriorated strands, it may be best to strengthen it with additional prestressing (i.e. an active solution) designed to meet SLS and ULS criteria rather than adding a "passive" solution such as CFRP plates/sheets.
My answer to you is that coating the reinforced concrete structural elements with FRP jackets is the best way to strengthen them. I have done large experimental investigations on strengthening of frame structure using FRP jackets and received the excellent results. See the attached file (PPT, presentation on FRP).
