Well, this seems to be in general really difficult to fit a model here, as the scatter plot looks quite "messy". Why do you want to fit a linear model? There are numerous possibilities of non-linear regression as well.

Well you can use basically any functional form you are interested in (exponential, sigmoidal...), but having a look at the plot I am wondering whether anything will work out well...
