To measure the modern foreign policy, there are two broad analytical approaches such as qualitative and quantitative. So first we have to define which approach you are looking for your analysis. Then we find an appropriate method for it.
the application of international theories, with which one looks at the context one tries to analyse. right now, Indian foreign policy implications and applications are diverse i.e., in the context of Pak, neo realist approaches with both the stalwarts, Mearsheimer and Kennet waltz? Vajpayee dealing of misadventurism was close to the former's approach and less to do with the later. Status quo maintaintance was involved despite able to cross the rubicon. BJP continues at present too. May be I am wrong but the later is more followed by UPA? seeing the capabilities and strength of an adversarial countries, the Waltz's? several theories can be applicable, so one is open to all those theories. I think the question could be more specific. For me, if you are thinking to accomplish this task from any research methodology then nothing can be better than Qualitative approach. A theoritical perspective can help you most after that as in the subcontinent India has its strategic cultural to deeply analyse its foreign policy behaviour.
I thing the prime question of 'Modern Foreign Policy' of India is clear since it talks of the foreign policy in twenty first century, especially under the BJP regime. However, once the research objectives and questions are framed, the task of methodological application would be clear. Mostly foreign policy studies are qualitative but It could be both qualitative as well as quantitative study. Nowadays, it has become quite common to get interview schedules/questionnaire filled up online. So a select sample of foreign policy experts, leaders or diplomats might help quantify the information about the modern India foreign policy. The realist, constructivist or balance of power theories might help evolve theoretical framework.
