I would like to know which method is the best for image pre-processing.
That is very hard question to answer because there are so many variables. Maybe if you provide a more detailed question ( what kind image, etc ) we can provide more detailed answer.
The question is too broad and not well focused. In image processing, there are several branches and sub-branches. Examples of the branches in image processing are segmentation, superresolution, inpainting, denoising etc etc. Each of the branch has tons of methods and algorithms. Therefore, I would recommend that more information is added to the question. It would be useful that we know: (a) what branch in image processing you want to know the effective methods from (b) nature of images you want to process (c) Manner in which the processing you want to be etc.

I think you can start with unsharp masking, which you subtract the background removed image from median filter. it almost works on any type of image even with higher bit depth, hence it is less computationally expensive.
If you want a good answer let know in the question the area or research, because there are a lot of research treads about it, for example in biometric identification the image pre processing are made in different ways, depending of the biometric feature
Question is not clear because pre-processing depends on the requirements and applications. Its vary from situation to situation
I think you should highlight your applications. Then, start to narrow down on your requirements. Try to search similar problems in your research area to get some idea on the pre-processing phase.
