First of all please take in mid possible problems for you and the environment, http://npic.orst.edu/factsheets/24Dgen.html, or http://pmep.cce.cornell.edu/profiles/extoxnet/24d-captan/24d-ext.html A solution in ethanol and slow addition of water may be the start. as in https://www.caymanchem.com/pdfs/10190.pdf and different formulations with different solubilities given in http://dnr.wi.gov/lakes/plants/factsheets/2,4-DFactSheet.pdf
Hope you are good there , as per my knowledge if your protocol is not standardized go with ethanol or sodium hydroxide. otherwise go with DMSO (use very small drop) to dissolve, it is potent inhibitor and toxic also, but it will show good result in further.
I suggest to dissolve first in aqueos solution with NaOH (0.1 M final concentration) to dissolve properly and then dilute with ethanol to your desired concentration.
Dissolve it in 1N NaOH or abs alcohol initially in a very small volume and then add water after it is dissolved to the desired level. Then store it at 4 degrees.
