These are the best among many for such a purpose

I don't know if there is any CloudSim-based implementation for that.

Anyway, if you are going to implement it from scratch, CloudSim Plus is currently the most active, updated, well-engineered and documented general-purpose Cloud simulation framework that is really easy to extend.

If you look at how CloudSim Plus code is organised following clean code approach, you'll understand what I mean.
