There is this Patent page on "Phloem-specific promoter" [ http://www.google.com/patents/US5495007 ]. In there, the authors mentioned several phloem-related genes. You can check online using these genes as one of the key words, to see which promoters from these genes are/were frequently used for genetic transformation.
For Arabidopsis there are two phloem-specific promoters that work very well:
SUCROSE TRANSPORTER 2 (SU2): expressed in the companion cells (from Arabidopsis)
GALACTINOL SYNTHASE (GAS1): expressed in the CC of the minor veins (from Cucumis melo).
