First, the best sensor is not the one with least cost (most economical sensor-wise) but the one that gives you the largest value. A sensor could be the most economical sensor-wise but, when you look at the rates of false positives/negatives for example, it can be the least economical when everything is considered (e.g., waste of material).
Therefore, I suggest you need to first define the measurement model (including false positives and negatives), and what you consider a "measurement". After that, you need to define all the properties of that you want to measure (which is not mentioned in your question). Oftentimes, a secondary property can help one more easily measure a primary property, the one that people really want to measure.
