Curriculum designer combines the knowledge contents to be learned and skills set to be developed in designing the syllabi and creating positive learning environments. One school of thought is the skills set first. When students conduct active independent learning engagements, they develop the skills through their actions and *THEREAFTER* acquire knowledge.
Another school of thoughts considers knowledge an "a priori" requirement to develop skills.
Very likely, a third group would say both elements are essential like the two sides of a coin.
