If you are going to restrict yourself to free then you have three choices.
WRc STOAT, which I work on.
GPS-X Lite, which is the free version of GPS-X. Restricted as regards processes and flowsheet complexity.
Modelica and the Modelica wastewater library. Not simple to understand.
I'm biased, but for free I would say STOAT is the way to go.
You *may* be able to get a free one-year licence from the commercial vendors. DHI (WEST), Dynamita (SUMO), Ifak (SIMBA#), Envirosim (Biowin) and Hydromantis (GPS-X).
WEST is used by several RSA universities; STOAT is a free download and was also released through UNESCO as part of their water-sector software project, HOPE for Africa.
