Which Cloud implementation should I prefer for portability and flexibility in virtual environment?

I want a cloud setup over a virtual machine of which i can create an image later for distribution . I want to know about vmware's existing techniques(vcloud) and its usefulness and impact on the performance of the workstation .

Reason for virtual machine is to prevent the setup from frequent changes in a LAN environment and allow the user to have flexibility.

Also, is VMware the correct choice here?

Your idea to have a virtual machine is good. Go through the documentation provided in their portal. I suggest you to consider Open source tools. I hope OPEN STACK may suite your need ( just suggestion).
