The reason is that the energy certificate takes into account a large variety of factors such as what is the most diffused way to generate energy in a country and the capacity of designers and builders to incorporate energy saving measures. Other international sustainability assessment as LEED can be used for more general assessment of the environmental impact of the building, but I think they are limited if used only for energy.
