I want to connect between reinforced concrete beam and precast high strength plate at tension zone by using adhesive material rather than epoxy. So, would you kindly help me about that?

Polyesters may fail if the concrete is exposed to the weather. A good epoxy will last for over 40 years. NSW road authority (then DMR now RMS) applied an epoxy bonded steel plate to carry supplemental post tensioning to a bridge in the early 1970's. To my knowledge it has not failed (though people are a bit nervous). The plates are in shear against the concrete.
