As far as I remember and my knowledge goes, jaggery (though not a byproduct or waste) is traditionally used along with lime and other products as cementing material in villages for plugging leaking roofs and walls. In building old forts, it is said that alcohol (Kallu) of palm trees is mixed with soil and trampled by elephants for several days for giving cementing property and strength. Cow-dung is generally used in villages as a paint/sticking agent on the walls of huts to give them strength and ward-off insect pests. It is also made into fuel-cakes to be used as fuel in villages. It may contain some gummy substances. You may think of bagasse, a waste product of sugarcane industry. Fly ash, a byproduct of steel industry is used for making bricks. If you can produce fly ash-like ash from other agricultural wastes, they may acquire binding or cementing properties.

In addition to gums, sticky substances are widely distributed in the plant kingdom, though there were no previous attempts to use this property as a cementing property. Lady's finger, jack fruit have such stickiness. Cleome viscosa, a rainy season weed commonly found in south India is sticky to touch. Jaggery and sugar solutions hold other agricultural products (Bengal gram dal, gingelly seeds etc.), a property used for making different varieties of sweets in several sizes and shapes (laddu, cake, fingers etc.) which are stable for many days even under dry and hot conditions (summer season). However, their stability in water is doubtful. You may think of other traditional practices employed in villages even today utilizing agricultural products.

I think particle size may play a role in cementing property of natural products, cement itself being one such product.

Yes, it is. Ex. Baggase Ash (Sugarcane ash), Palm oil fuel ash (POFA), Corn comb Ash, Wood waste ash, Saw dust ash.. and so many. Pl. make a note that the particle size of those ashes are important. Normally, more of silica and alumina contents based materials (i.e silicious and/or aluminous materials) are mostly preferable as supplementary cementitious materials. Even there have been attempted to us various Sewage sludge waste also in construction industry.

You can also think of ash from the aromatic plants' distillation industry which is a wasted byproduct of aromatic plants' cultivation and processing.
