Whether the high intense EPR spectral line corresponds to substitutional occupation of impurity ion in host lattice?

For Vo2+ doped single crystal, I got 32 lines. According to zeeman and nuclear interaction for S=1/2 and I=7/2, 8 lines should be present for single site occupation. One set of 8 lines having more intense peak compare with others.
