AHP can be used whenever you have at top 12 criteria and you need to compare these criteria by pairs to choose the best one.

AHP can be used anywhere where you have people who have different priorities on anything. As Sangeeta Bhattacharyya indicated probably more useful in strategy formulation, or prioritizing limited extension resources to achieve some goal(s), but not necessarily an "optimal allocation.
