For Meshlium/Libelium you can find it at http://www.libelium.com/products/meshlium.. they are Spanish based product..they are also offer services..

For Adruino https://www.arduino.cc.. adruino is more open in term of code sharing etc.. and you can get a lot of models for projects design and development  online..the kits are also available from ebay
