Attached are two templates (1 column and 2 column template) for Elsevier. I hope the templates will help you.
In ESWA, the authors are free to write their article using the template they prefer.
If the article is accepted, then ESWA Editorial Office prepares the article in the adequate format for publication.
Notice that my answer is based on my experience with ESWA as I have published and also reviewed articles for such a journal.
