When we adapt already developed scale to measure a specific variable can we change the response of the questions from “Yes or No” to Likert scale answers “Strongly disagree, disagree, neutral, agree and strongly agree”?
For example there is a question to measure knowledge about nursing practices “Hands should be washed before patient care” Yes or No (can we change the Yes or No to Likert scale?)
If we can change the response then what about the Reliability and Validity? Should we perform EFA or just CFA is sufficient?

I don't see any problem with it. Moreover, I think it is very helpful since with a Likert scale you can seize more variance in participants responses. If you are lucky, you can simply apply this question with a different answer option. The correct way, however, would be to perform a confirmatory factor analysis and show that your measure is reliable and valid.
EFA is rather unnecessary since you use the already existing and tested scale. CFA is more appropriate. If I were you, I would perform the CFA. I am sure that Likert scales will make your measurement only better.

PS. I think you have a typo in your Likert-Answers: you have two times "strongly disagree".
I will suggest CFA with ordinal variables partial least squares estimation fit to model with any dubt.
yes, you can use it.But you have prove its reliability and validity with the help of EFA and CFA. its enough for you to go for further analysis like regression analysis.
I agree with Naveed. Whenever an assessment with established reliability and validity (statistical proof of each) is changed, both reliability and validity of the new/altered version must assessed/proven. Without these basic statistical criteria, psychometric properties of the new/altered version are unknown.
When adapting a tool yes you can adjust or modify it to suit your context. This implies that you need to test it ( pilot) following the adjustments. It is only when you adopt the tool no adjustments to it can be made.
