To the best of my information, conceptual framework is like scaffolding (what you propose based upon the relationship between themes drawn out by your in your SLR) while theoretical framework is an actual structure (wherein you hypothesize relationship between constructs) which you draw out from this scaffolding.
So, I suggest you to take a theory which as per your judgement best fits in the context of your research topic. And then propose conceptual framework based upon this theory in your SLR. Finally, you propose theoretical framework too based upon this theory and conceptual framework, which will make a followup study. So you don't need to keep both of them in your SLR.
You can read the attached file for more clarity.
Also, there is an extensive discussion on following page about differences between conceptual and theoretical framework: https://www.researchgate.net/post/What-are-the-differences-between-conceptual-framework-and-theoretical-framework#:~:text=Theoretical%20framework%20in%20a%20study,this%20particular%20theory%20operates%20with.
Hi! The conceptual framework is commonly used in research proposals to illustrate the variables that will be investigated in your research. It represents your own constructed model to explain the relationships of variables in your study. A conceptual framework may actually be based/adapted from a theoretical framework. A theoretical framework is based on existing theories from literature that has been validated by scholars.
If the purpose of your literature review is to illustrate the factors & outcomes of your concept, then you may actually be able to develop a theoretical framework as a product of your review.
