According to the new Globally Harmonized System of Classification of and Lebelling of Chemicals (GHS), any mixture with nitrates in it is classified as oxidizing. I am wondering to know if there is a minimum cut-off value (percent of nitrates in the mixture) to classified a mixture as oxidizing liquid.

For those formula without nitrate, as the SDS you attached, we can claim that the mixture doesn't contain the dangerous substance classified by any of the regulations. My formula has a nitrate in it which is classified as dangerous substance by the Regulation (EC) No 1272/2008. However, I believe that, a formula, for example, with 3% of nitrate should not be classified as dangerous as a formula with 30% nitrate. There should be a cut-off value. Don't you think the regulation had to clarify this issue in its guideline?
