I think review articles summarise relevant literature. Systematic review is higher evidence than many formats of study ( invitro, observational , cohort, even rct )

As long as the review is up to date, and summarising the appropriate literature, yes, it contributes as a high level of evidence, as comparisons and critique can be expressed. Using a systematic review that has collected the relevant data means that you are not taking a single view of a subject. Cochrane Reviews are what spring to mind for quality. To quote from:

As Manisha Naithani has written review articles summarize the literature available in that topic or related topics. Mary C R Wilson has rightly written that review articles tell us about the different standpoints from which the topic of a research can be looked at.
I just want to add one point here. Review articles review the available literature on a topic or related topics, Thus, it helps in generation of future topics of research in a particular discipline or domain. It helps in identification of the gaps existing in a particular discipline or domain.
I strongly agree with the others. I believe that whenever we write a review article we read all the relevant important articles and try to summarize its important findings into one. It helps the readers to read one relevant topic and absorb all the parameters and related matters to the topic.
