The college of business at the University of Northern Colorado in Greeley, Colorado, implemented TQM some years ago, and even won a Baldrige award. You might contact them for more information.

Watch for the standards as applied. Baldrige award is pure American and very demanding. I advise that you also look at the accreditation requirements for universities. many points are similar to TQM. Also, I include one publication from Google.
