The EU has put together some impressive collaborative scientific research programs but these EU programs end without the ability to renew after 5 years. In the U.S. collaborative research projects have largely been renewable. However, we are now seeing with programs such as the Protein Structure Initiative decisions by the National Institute of Health to discontinue programs regardless of their level of merit. What makes the most sense for science and promoting collaboration among research groups to address larger and high impact problems. Should collaborative programs be discontinued or continued based upon metrics of value or should they just end based upon politics. What would be especially useful for grants to improve collaborative research?
