What parameters do you want to evaluate? The encoding process or the quality of modulation and RF propagation?

There are boards and software tools possible to implement systems to evaluate the quality. We are performing DVB-S2 tests and we are using DVB-S2 boards (SkyStar) and TSReader as software. In this case we are able to evaluate the program content, RF link stability and few other parameters.

For modulation you will need a professional equipment, network analyzer or vector scope. Generally RF related equipment. see Tektronix or Agilent websites to learn more.

Rohde and Schwarz have a range of excellent products which do exactly this. Probably the best would be a current R&S ETC Compact TV Analyzer; this can do DVB-T2 as well as many other standards.
