If I go for seismic condition assessment of a concrete moment frame structure, and there is no information available (no drawings, no test results, even no testing facility), how I can get the information on concrete strength?

I have a 200 page report from them on the tornado resistant structures that I built in Joplin, Missouri 2 years after the F-5 Tornado took down more than 7000 homes and businesses.
I used a helex shaped metal fiber in the concrete to almost double the strength of the concrete. This fiber allows for the concrete to crack but not break in to two parts. It would be something that could be added to any concrete mix to increase its holding in seismic conditions.

Hard to imagine that there is absolutely no possibilty to test the concrete strucutre.
At least the ndt testing with the Schmidthammer should be an option to get information about surface homogenity.
Test drilling and chipping can give ideas of the macro- and microstructure inside the material.
