If I go for seismic condition assessment of a concrete moment frame structure, and there is no information available (no drawings, no test results, even no testing facility), how I can get the information on concrete strength?

I used a helex shaped metal fiber in the concrete to almost double the strength of the concrete. This fiber allows for the concrete to crack but not break in to two parts. It would be something that could be added to any concrete mix to increase its holding in seismic conditions.
