What should be the normalization constant and detection probability in Joint Probabilistic Data Association Filter?

I have read the research papers related to Joint Probabilistic Data Association Filter (JPDAF), but one thing I got confused is about the normalization constant (c) and detection probability (Pd). How do I calculate both of these? Kindly guide me.
