First of all, an excellent lecturer is one who has expert knowledge of the subjects to be taught by him/her. Secondly, the lecturer will have the ability to present the topics in systematic logical manner. Thirdly, s/he has to be honest & straightforward in carrying out the duties in an enthusiastic way.
Students of a university are supposed to be mature enough in judging who deserves to be categorized as their excellent lecturer. However, they may be cheated by some "foxy" persons who can buy them by "leaking" some exams' questions or by giving them high marks. Lies are short living and, in the long run, excellent lecturers are naturally selected by majorities & not by minorities.
To contribute to the above answers I also consider that to be an excellent lecture, it is necessary to:
1-ensure that the information being shared with students is evidence based. Ideally, the lecturer should be actively engaged in research so that they the information is current and accurate.
2- An excellent lecturer seeks to facilitate learning rather than standing in front of a group to 'teach'. Students benefit significant when they are supported to engage in the learning process.
(I) I agree with you that an excellent lecture should be research-led so that the contents reflect the latest developments in the subject
(2) It is also true that the students should be self-creators and the lecturer should be the facilitator
(3) I believe that excellent lecturers are passionate about their subjects and students. They inspire 'creative' and 'critical' thinking and stress that
knowing 'why'(an idea) is more important than learning 'what'(a fact). They are great 'motivators'.
I think the most important quality of a teacher would be to understand the need of the students and to understand the need a teacher need to dig deeper of the inquisitiveness of the students. Meanwhile, a teacher would be capable of creating an atmosphere where students would picture the lessons and engage till the end.

Which level of students? However coming out of your place at INCEIF, I presume its about postgraduate level, isn't....?
While pondering upon the comments by learned colleagues above there is also a need to be oriented on PBL that has its own way of excellence in delivery. My experience is that students now days have easy access through google and other search engines.
Beside the above personality of the lecturers in teacher and taught relationship matters the most. One should not be to flexible so that students take undue advantages and at the same time one should not be so strict that students get scared away. A good lecturer to me is the one who inspired them to study and due to that most institutions in Malaysia are required to plan SLT(students learning time) being captured in course curriculum and LOs(Learning Outcomes) with clear rubrics for students' performance evaluation...My two cents comment Otherwise leave it to the institutions to get your TER done by end of the semester by students themselves.

One must have practical work experience of what ever he is teaching. You cannot bring live in the lecture if you are teaching marketing and you never run a marketing campaign.
Its so sad to see people claiming to be HR experts, Workforce diversity and management experts/lecturers while they never managed or worked in any organization in that department.
