Some of the factors for this to be possible would be:
Complete secondary education for girls (and boys);
delay the age of marriages to 18 years; women's economic autonomy and access to skills training,
credit and employment;
social norms that promote gender equality services that articulate quality responses (judicial services, security / protection services, social services and medical services)
staffed with knowledge, training and appropriate training.
