FIR from the Police and Data from Public Works Department are available. What else can be used?
Have you perhaps considered social media- google alerts have alert notices issued hourly, for example accident on X road, and are received direct to the users mobile device. I would also consider contacting any AA equivalent or large tow truck agencies as they may have a regualr pick up spot as such. Best of luck

You will need the accurate network data to be able to identify the hot spots. May I ask what are the information's are available from the police data.
@ Lipika Deka...data available from police is spot where accident occurred, time, person and vehicle involved, injury type....actually i wanted to use neural network analysis for identification... along with data from police
